ARTICLE 1 - NOMATING COMMITTEE FOR DISTRICT GOVERNOR NOMINEE

The Resolution of District Conference (1995-96 ) on the above subject, as modified by District Conference (2003-2004) is reproduced below in extensor:

CLAUSE I: TERMS OF REFERENCE OF THE NOMINATING COMMITTEE

The Nominating Committee shall be charged with the duty to seek out and propose the best available candidate for District Governor nominee. The committee shall function as per provision of Rl By Laws in general and Article Xlll , section 13 020 thereof in particular, and nothing contained herein shall be repugnant to the Consititution and Bye Laws of the Rotary International.

CLAUSE II: COMPOSITION OF THE NOMINATING COMMITTEE

SECTION 1

The Nomination Committee to be constituted each year shall comprise of nine members (as indicated below) to be elected by the Rotary Clubs at the District Conference in such a way that the Rotary Club: vote for candidates of their

Sindh (Except Karachi) & Baluchistan 2
Punjab 3
N.W.F.P 1

SECTION 2

There shall be also nine Alternate member with the regional composition as laid down in Section 1

CLAUSE III : QUALIFICATION OF MEMBERS AND ALTERNATE MEMBERS OF THE NOMINATING COMMITTEE


SECTION 1

To be enable for the election to the Membership and Alternate Membership of the Nominating Committee, a Rotarian should have the following qualifications:

a) He has been a Rotarian in good standing in Club(s) in this District for at least five (5) years at the time his name is proposed by his Club

b) He has held office of president of a Rotary Club in this District for at least one full term at the time his name is proposed by his Club.

SECTION 2

No club shall have a representation on the Nominating Committee for more than two consecutive terms.

SECTION 3

A Club which has been suspended by RI shall not be unable to propose a member on the Nominating Committee, and it will be the responsibility of the District Governor to make sure that this condition is properly compiled with

CLAUSE IV: ELECTION OF NOMINATING COMMITTEE

SECTION 1

The Election of the Nominating Committee members shall take place during the Conference every year by the electors present and voting as defined in the RI Bye Laws. In special circumstances, the election of the Nominating Committee members may be held through ballot by mail.

SECTION 2

Either the club or the candidature may withdraw candidate latest before the first working session of the District Conference.

SECTION 3

Clubs, whose candidates have been elected as members of Nominating of the Nominating Committee, shall be entitled to nominate Alternate members within four weeks of the election of the principal members. The Dictrict Governor shall be responsible to see that the Alternate members have the qualifications laid down in clause III , Section 1 and the their nominations are supported by appropriate Resolutions of the Clubs concerned.

SECTION 4

After election of the Nominating Committee members, the said Committee shall meet as soon as possible and elect its Chairman, preferably during the District Conference but in any case not later than 12 weeks from the date of the elections.

CLAUSE V: FUNCTIONING OF THF NOMINATING COMMITTEE

SECTION 1

The notice for meeting of the Nominating Committee for selection of the District Governor-nominee shall be sent by the District Governor by registered mail to the address of members of the Nominating Committee. The later, in their turn , shall be responsible to keep their Alternate colleagues duly informed.

SECTION 2

Five (5) members of the Nominating Committee shall constitute a quorum.

SECTION 3

a) No candidate will be considered for selection as District Governor Nominee, if he is related to any member / alternate member of the Nominating Committee. The word "related" in this clause refers to son / daughter, father / mother, brother / sister, son-in-law / daughter-in-law, father-in-law / mother-in-law and brother-in-law / sister-in-law.

b) A Rotarian who is a member (or alternate member) of the Nominating Committee, shall not be eligible, even if he resigns, for selection by the Committee as the District Governor-Nominee in the year in which the Committee meets.

SECTION 4

The members of the Committee during the meeting of the Nominating Committee, shall observe the following criteria for the selection of the District Governor-Nominee:

a) Qualification laid down in RI bye Laws.

b) Ability, physically and otherwise, to fulfill the duties and responsibilities of the District Governor.

c) Rotary Career and actual work of the candidate in his own club.

d) Rotary Career and actual of the candidate at the District level.

e) Candidate's civic and vocational achievements.

f) Candidate's knowledge of Rotary.

SECTION 5

a) The Nominating Committee shall meet as early as possible but not later than 14 weeks before the District Conference to consider the suggestions made by the clubs, and the chairman of the Nominating Committee shall convey to the District Governor the decision of the Committee not later than 12 weeks before the Conference.

b) In making the selection, the Nominating Committee shall not be limited in its selection to those names submitted by the clubs in the District but nominate the best qualified Rotarian available to perform the functions of the office of Governor.

c) Since the Nominating Committee is elected for one year only, it shall not recommend for future nomination any candidate other than one selected by them in terms of this Resolution.

d) If the meeting of the Nomination Committee is not held or said Committee cannot agree upon a candidate at its meeting for any reason whatsoever, within the time limit stipulated herein, the names of all suggested candidates for Distric Governor nominee shall be communicated to the District Governor , the later will then proceed to the election of the district Governor nominee at the District Conference in accordance with Art. Xlll section 13.020.12 of the Rl Bye Laws.

CLAUSE VI: ELECTION OF NOMINATING COMMITTEE

SECTION 1

This resolution may be amended only at the District Conference by simple majority vote of the electors presents and voting at the time such amendment (s) are submitted to the Distric Conference.

SECTION 2

Amendment(s) to this resolution may be proposed by a Club in good standing by a resolution adapted at a regular meeting of the Club and shall be submitted in writing properly certified by the Club Secretary so as to reach the District Governor at least 8 weeks before the commencement of the District Conference. The District Governor shall, in his turn, transmit the proposed amendment(s) to all the clubs at least 6 weeks before the commencement of the District Conference.

SECTION 3

Voting the amendment(s) shall be restricted to electors present and voting.

ARTICLE 4 - ROTARY DISTRICT CONFERENCE (DISCON)

SECTION 1: Proposals/ Resolutions for DISCON

Proposals/Resolutions which Rotary Clubs or Rotarians intend to present for consideration of a DISCON must reach the DG two months before opening of the Conference, and the DG shall circulate them at all Rotary Clubs at least one month before the opening of the Conference [DISCON 1974-75 & 1980-81]

SECTION 2: Discussion of Rotary District matters at DISCON

The DG shall allot at least 2 hours for discussion of Rotary District matters [DISCON 1979-80]

Section 3: Participations of Rotractors at DISCON

In order to encourage participation of Rotractors in Rotary District Conference, the Presidents and Secretaries of Rotract Clubs shall be charged only one half of the District Conference Registration Fee fixed for that Conference [DISCON 1974-75 as modified by DISCON 2002-03]

Section 4: Use of National Language

It is recommended to give due importance to the use of national language in the proceedings of the District Conference [DISCON 1985-86]

ARTICLE 3 - DISTRICT GOVERNOR

SECTION 1: Rotary District Conference Report

The Dist. Conference Report (including Resolutions) shall be published and distributed to Rotary Clubs within a month of the Conference. The cost shall be met from the Rotary District Fund [DISCON 1974-75].
(Note: This now also prescribed by RI Bye-Law 15.040.5)

SETION 2: District Annual Report

The District Annual Report shall be published and distributed by the outgoing DG within three months (of completion of his year in office) to serve as a permanent District record. The cost shall be met from the District Fund [DISCON 1975-76]
(Note: RI Bye-Law 15.060.4 also lays down that the outgoing DG shall provide an audited annual statement of District finances to each Club in the District within 3 months of his year in office. The audited annual statement shall also be presented, discussed of (if need be) and formally adopted by the following Dist. Conference).

SECTION 3: Recognition of Outgoing District Governor

A diamond lapel button shall be presented to the outgoing District Governor, preferably at a District Conference. The cost shall be borne by the District Fund [DISCON 1969-70 & 1981-82]

ARTICLE 4 - ROTARY DISTRICT FUND

a) Rotary District Fund, created by a Resolution of a District Conference, shall be administered by a District Finance Committee composed of the DG, DGN and three Past Presidents nominated by the District conference [DISCON 1981-85].

b) Rotary District Fund shall, inter alia, meet the cost of:

      I. Translation and publication of Rotary literature in the national language [DISCON 1974-75]
      II. Purchase of RI literature required for distribution among Rotary Clubs [DISCON 1977-1978]

c) Rotary District Funds shall not be utilized for publication of the District Directory [DISCON 1996-97]

ARTICLE 5 - ROTARY DISTRICT AWARDS


The number of Awards shall be reduced to the minimum and each award shall bear a citation. Furthermore, the expenditure on the said Awards shall also be kept to the minimum [DISCON 1996-97]

ARTICLE 6 - MISCELLANEOUS

The bio-data of the District Governor Nominee candidate, inter alia, shall also include the following information:

i. Attendance at PETS as President-elect of his Club: YES/NO

ii. During the year of Club President ship, attendance of club meetings was ...%

iii. Attendance at Club meetings during each of the three preceding years (in percentages) was ...............
